Because they will not allow Multiman to rip it, and if you try to plan an original game that requires 3.6+ it will not work. The current confirmed details are, the user will need to install a version of 3.55 CFW that works with the dongle, the games will need to be burned on BD (or official pirated copies) and the pirated discs that are sold in Indonesian shops are patched somehow. You can run games signed with up to 3.55 keys (although some early 3.60 games were made playable because the first patch is signed with 3.55 keys) Sony changed the keys in 3.6 and above fw, where it no longer uses the compromised metldr keys, but uses lv.0 keys instead.
